I just sent a followup to Wayne. Apparently they are vibration absorbers, but the technical papers get pretty deep. I will see if I can attach the simplest one.

Wayne, I'm not sure exactly what the balls contribute.  This is an Airbus
EC-130 model, I believe, and I can't find a photograph showing that rotor
head in this configuration.  They are probably a part of the rotor speed
control mechanism, providing feedback on rotor speed drift.
