I ran into this problem while traveling the last 10 days. My laptop
wouldn't download updates... always stuck at 0% downloaded. Somewhere
in my research I encountered some conversations which stated that at
least one of the (current) problems was a major overload on Microsoft's
servers due to trying to update all 300 million Win 10 users with the
very large Anniversary Update.
That convinced me to just try waiting it out. About 10:00pm last night
I chose to try 2 very small updates (total less than 3MB) out of seven
"important" updates available. When I went to bed shortly after 11:00pm
is was still churning at 0% downloaded. But when I got up this morning
and checked it I saw that it had actually accomplished downloading and
installing both updates at about 2:00am. I then gave it the remaining 5
updates to work on. At the start it was doing the same thing... 0%
downloaded after several minutes of watching.
At that point I decided to try the second part of my test... see if the
desktop would update. It was already current with the important stuff
so I gave it two inconsequential "optional" updates to work on. I
wasn't surprised to see the same 0% downloaded message for several
minutes. Then, as I watched it started to very slowly up the counter...
5%, 6%, 7%, 12% and then it suddenly took off running at normal speed.
It finished the update without any more drama and requested reboot.
As soon as I had the desktop rebooting I went to check on the laptop
which was off on the kitchen table. To my surprise it had finished all
of the updates and was setting there requesting a reboot.
From my simple observations it appeared that Microsoft's servers have
been backlogged and suddenly broke free this morning.
But server overload isn't the only reason for Windows update problems.
Fortunately, I didn't have to go this route but I found this wellness
prescription on Microsoft's blog pages.

The solution here is to push Windows update out of the way temporarily,
make sure no other app is interfering and then manually download and
install either one or two monthly comprehensive updates depending on
your machine's present configuration. Follow the instructions and
you'll find out what to do in your own case. The two updates are
KB3172605 and KB3020369. I don't know if I have 369 on my machine or
not but 605 was one of the updates that installed on my desktop just
this morning.
