If you look closely at the top of the rudder, in the maroon paint, there
is a small aerodynamic counterbalance area. I know it would help the
control forces, but I'm not sure what it would do for flutter
characteristics. Those are usually found in flight test.

Beavers can have the end plates when configured for floats.
What bugs me about the vertical fin and rudder on this is that it's
too smooth. Almost like a laminar-flow wing. A perfectly rectangular
rudder in a smooth flow like that has the potential for evil.
