Oh, I didn't notice at first that Mr. Grey had identified the location of the sample shot. I recognized it immediately,
from my time shooting from "Steptoe Butte in the Palouse region of eastern Washington State" A FABULOUS view, even
without a camera.

Well, that's an illustration of it working on a very flat image.
Clarity doesn't work so well on something that flat unless you also
crank up the contrast by other means. It is almost identical to the
cranking back the Darks slider under Tone Curve except it does a
better job of not blocking up the blacks. In Zone-System parlance,
Tone Curve puts everything from Zones I-III into Zone 0. The Dehaze
slider pushes it down to Zones I-II, but keeps it out of Zone 0.
It's seems that this is a convenience, not something new. Nothing wrong with that, but not like the major additions to
PS over the years that added entirely new capabilities, and those that have since slid over into LR.
Levels, LCE, ShadowHighlights and Curves tools. I could likely do it with fewer tools, but it would take longer to
think it out. :-) No Masks or other tricks other than to only apply to the "Original" portion.

I could have retained more shadow detail in the foreground, but did it the way that looked good to me. I think my
version is significantly better at dehazing the furthest part at the top - which is sorta what the tool announces
itself to be about. ;-)
