Removing it from the startup list won't cripple Windows. It will just open
when it is called for. As to who removed it -- my guess is that you did,
actually. I know I used WinPatrol to do that very thing a number of years
ago. If it wasn't you, it was probably zombies, or Australians, so I think
there is nothing to worry about.
