If the creator is alive, then of course copyright is in effect. The reason why
the IPO writes "images less than 70 years old are still in copyright and older
ones may well be" is that even if you take a picture and die on the same day,
copyright will still be in effect for the rest of this year plus 70 years, so
anything that is less than 70 years old must be copyrighted still. Anything
older--that depends on when the creator died.
