He's talking about Nelson Mandela's funeral. There was a sign-language
interpreter for the deaf who was supposed to translate the eulogies given
by the various world leaders who spoke at the funeral. The guy who did the
sign-language was just moving his hands randomly, not using sign-language,
and after a South African deaf organization complained, the interpreter
claimed that he is mentally ill and was hallucinating angels in the sky
over the funeral.
