I'd imagine (at least in .au) that the customer is not liable. As a
de-facto tax collection agent, the supplier that does the 'cash, no
receipt, no GST' job is the one that will be summarily prosecuted for
tax fraud.
I have to say though, fair or unfair, detested or otherwise, the govt
was elected by the will of the people (especially in countries like ours
where voting is compulsory), so whatever they do - no matter how
obviously stupid - is what you (the collective you) wanted! :)
