I think that Bob was referring to WiFi, not the cellphone system in the UK.
He can use his mobile from anywhere in the world if it picks up a wireless
signal and that, I think, was his intention rather than bothering with
switching to GSM. But if he can get his iPhone unlocked he can use any local
SIM at much lower cost, for data or voice.
