The air traffic controller (an "area controller") identifies you, normally with
secondary surveillance radar or IFF, and then provides information on other air
traffic in your vicinity. The aim is to give you information to keep you from
getting too close to anyone else.
In good weather lookout serves as well and requires no noise on the radio . . .
