Yes, the Vivitar 283 and 285 are not particularly powerful. The guide
number is only 70 feet at ISO 100 and 28mm. Not as much horsepower as a
T32 with guide number 105 at ISO 100 and 24mm. Powerwise, they're
similar to the Sunpak 383 (no TTL) and 4xx (TTL) series. In fact, the
potato masher style Sunpak 522 is only about 1/3 stop brighter than a
T32 if that much. Maybe not even that since I think its guide number of
120 is for 35mm coverage while the the T32 says 105 at 24mm (but I think
24mm is a bit optimistic). But I'll accept 28mm. The advantage of the
Vivitar and Sunpak flashes is a 4 or 5 stop range in manual power selection.
