Windows generally records local time in the bios, while linux records UTC time
and then converts it to local time on a per user basis at run time. This being
the product of diverging conceptions. Windows stemmed from a single user,
monotasked system, accessed through the local computer console, while Unix was
always thought as a multiuser, multitasking system, with most users accessing
the system from remote terminals, sometimes located in different time zones
concurrently. In a pinch, this difference is just a vestigial remain from the
past.
Linux can be parametered to use local time from bios at startup to mimick
windows and ease dual boot configurations. But if you forgot this step (or if
ubuntu didn't gave you the choice), it can be a bit tricky to set up
afterward.
