Interesting question.

When you 'edit' a raw file with ACR the raw file and its embedded jpeg are
untouched - an xmp file is created alongside (or I think you can elect to
have a database store the edit information).

The display in Bridge (or PSE Organizer) is the raw file, processed
according to the xmp instructions.  The 'thumbnail' is generated in the
background and cached.  I wonder if that thumbnail is jpeg encoded?
