Hi Chris,
Compared to any national government, the budget of the EU is tiny,
about 1.2% of EU VAT receipts (and no deficits allowed).
I lived in Brussels for 5 years, working for a private company, not
the EU. I find it the most livable city of all the places where I have
lived. For a tourist there is not much beyond Grand' Place and the
immediate area around it, but as a place to live Brussels is great.
