Jim,
That is a Cicada and they are indeed quite loud. Given your location and
the time of year, it is probably a Summer Cicada (aka Dog-Day Cicada as in
dog days of summer). If memory serves me correctly they emerge from
underground after only a few years and do so sporadically; unlike their
northern cousin who spends seven years underground and emerge en mass to
great fanfare. If you have never seen a mass emergence it is pretty amazing.
