There's also a question of how far it is prudent to modify the
environment to compensate for poor decision-making. Decisions up-river
have knock-on effects, modifying the rate of run-off changes the
condition of the river, etc, etc.
Too many decisions taken without sufficient care and attention, but it
was ever thus.
