Nothing local about it. Science is just beginning to make sense of the 
conveyor but the deep return  loop seems to extend into the South 
Atlantic and well beyond into the Indian Ocean. If you cut the belt in 
one place who knows what would happen. Massive worldwide changes would 
result and it could be over a very short time.
