Ken,
You are correct that "it'd probably still get off the ground." However,
don't try that and plan to get it off the water. Most ag planes are
equipped with a hopper or tank in the fuselage to contain ag chemicals,
which are dispensed through spray bars beneath the wings. For fire
fighting, the tank could be dumped quickly through a dump valve.
