Assuming you are metering the same spot, yes it *should* be the same
exposure (air-filtration aside) regardless of distance. Exponential
decrease of exposure with distance would play hell with landscape and
wildlife photography, and "Sunny 16/11" wouldn't work so well with the moon.
By which I mean to say, I think there are likely confused assumptions or
expectations behind the discussion.
