I have used an Adaptec 2906 card to run my Acer Scanwit 2720s. When it
was operating it was running under Win2000. Under Win2000 the card is
recognized and declared operational without having anything attached.

In fact that was a critical point the first time I ever used it. I
followed the directions with the scanner which was to install the SCSI
card, attach the scanner and reboot. When I did that the scanner didn't
work. Finally I detached the scanner and checked the hardware status of
the card. The 2906 was recognized as being there but declared
non-operational. That was quite a few years ago now and I can't recall
what the problem was but something simple like card not fully inserted
or wrong driver or something else besides the card being DOA. Once I
resolved that Windows declared the card to be OK and after re-attaching
the scanner all was well.

I haven't moved it to my XP machine yet so don't know how it might
behave there but don't expect it to be any different.

I completely agree with your analysis of trying to use the 2940. Cables
and/or adapters could cost you a small fortune. Don't go there since
you can probably buy another 2906 for less than $10 and maybe even way
less than $10. The 2906 is a PCI card and at least some Macs (if not
all) can use PCI cards but maybe the newer ones have moved on to the
smaller PCI Express cards. My year old Dell machine has slots for some
of both.

According to Adaptec the 2906 is supported under OS8x, 9x and OS X. The
support page also implies that a 2906 driver isn't part of the Win98
distribution. Maybe you just need a driver. Check it out here
