Dell's do have PS related issue but the motherboards can also have fried 
capacitors (which is worse). Power Supplies either work or they dont. Have you 
noticed any other strange issues?

Have you tried to directly plug the KB into the PC? Have you done a BIOS 
upgrade on the PC recently? Have you checked the power settings?
