I don't know what deals there are in the US but to monitor our systems 
we use a laptop (built in ups) with a USB GSM modem (for when mail or 
isp is down).  The card was cheap to buy and we only pay for data on the 
days we use it, this asssumes of  course that you will have good mobile 
coverage.
