I've never been afraid of cleaning my lenses, and I've never seen any of the
so-called "cleaning marks" that sellers often refer to in online offerings.
It seems to me that careful cleaning practices preclude this, and the proper
description is "marks caused by ham-handed idiot."

Under most circumstances, probably not. If you were to remove it before
shooting in particular lighting conditions, you're fine. But if you are
serious, use a 1A instead, as it will give a noticable effect in strong
sunlight. In today's world of various sources of air polution, I don't think
a UV does much. It is a sign of the apocalypse that the best MC filters are
often only available in UV and "protector" versions.
