Depends how loose it is. The simple fix is to roll the rubber sleeve
back on one end and put a ring of thin, double stick tape around the
focus ring and then roll the rubber ring back into place. Then repeat
on the other end. That, of course, assumes there's enough elasticity
left in the rubber to stretch for the rolling back.
If it's so loose that it's really sloppy you could roll it back
completely and then wrap a spacer around the ring also stuck to the ring
with double stick tape. Then replace the ring and repeat the trick
above doing one end at a time. If it's really, really loose some might
try taking a slice out of the ring with a very sharp razor blade. If
the rubber has a diamond pattern embossed in it you can cut diagonally
along a groove. If you remove a complete diamond you can make a fairly
well hidden seam. Do some trial fitting and then rewrap the rubber
around the focus ring with double stick tape under the seam.
