I missed the first part of this thread, so I may be out in left field
here (some would say I am anyway), but this looks like it could be a
result of over-agitation. If the developing reel is agitated to
furiously during the development part, the developing solution swirls
around the sprocket holes over-processing that part of the negative,
but "pools" around the inbetween spots so those end up under-developed.
