I encountered it when I installed the MS free "Power Tool" that adds
several RAW camera image formats to the thumbnail viewer in Explorer and
adds an image viewer for them. It installed without a hitch on the
desktop and I had problems like you describe on the notebook. I got
good email support that suggested a different way to install after
uninstalling and which fixed the problem.
The web page says the image thingie will work with Vista, but when I
tried, something didn't work with the .NET install. I haven't bothered
to follow up yet.
Unless you have an app which requires it, an uninstall should be fine.
