The newer variants of IS/VR/AS sense the panning motion and either
lock the L-R motion or minimize the impact of it. The older systems
would act like a bungee-cord. Minolta even addressed this with the
lowly A1--When starting the panning motion it falls behind, but won't
"catch up" until the panning motion has stopped and even then it
carries the panning motion forward until the limits have almost been
reached. If you aren't steady with your panning motion it will scoot
ahead.
When all else is equal, I think that stabilization is a good thing.
However, when stabilization is used to make lenses dimmer, that's a
compromise I'm not willing to make.
