They purposely keep employees' hours below the threshold at which  
various states demand that employees be given certain benefits.

In Oregon, it's 32 hours, and then you have to provide paid vacation  
and paid sick leave. Below 32 hours a week, and you don't have to  
give an employee anything except pay for time worked.
