Yes, it's for hand held phones only. Tests have shown that drivers
trying to drive, dial and use hand held phones, have the driving skills
worse than a legally drunk driver. Like the other day, I saw a woman
back up in the Target parking lot, while on a cell phone, and ran into a
car in another spot.
