This is what the FM plug-ins do. They just automate it, with many

FM SI Pro can work with already sharpened images and/or can do
incremental sharpening as part of the multi-step upsizing.
Resize Pro specifically requires base images with no in camera or post
sharpening, as it depends strongly on precise knowledge of the
characteristics of the base image. It can, of course, sharpen the image
itself as part of the process. The original image for the samples I just
posted on this thread was converted from RAW with sharpening set to zero
for the tests.
