I for one find it very distracting to not be able to move my cursor over a page
without tags flashing all over the place ;-)

I prefer to have no title/caption/description for the thumbnails, and a visible
title (not too obtrusive) for the bigger image the thumbnail links to.

1. Because this is not what the alt tag is for.
2. Because I don't design for IE, I design for standards, and if necessary add
the necessary css hacks to make it all work around the various IE mishandlings
of css (look up http://www.positioniseverything.net/ie-primer.html).
