In most cases, this sort of thing is an attempt to beat the Fair Labor
Standards Act (Federal). An Engineer is considered a Professional, and
therefore exempt from the overtime provisions of the FLSA. Some Federal
agencies even attempted it. Most attempts have backfired and back overtime
had to be paid. Of course, this had to be persued by the technicians.
