He means "fiddling" about, but in a way that is less than enjoyable
or productive. A "prat" is a fool; a "prat-fall" is a trick of
comedians - falling about to make the audience laugh. The technique
is also called "slapstick".
Tricky language this; I bet many of our friends across the water
would not have known the term ;-)
