They can pin your location down to some extent because they know
which transmission cell your phone is working through. Now that there
is a goal to provide cell phone users with access to emergency
services like 911 in the US, most phones out there have built in GPS
and the ability to transmit your location for help or to the
authorities if that is the situation. All you have to do is turn on
the switch.
Many cars have also have built in emergency services. The Northstar
system in the Cadillac Escalade, a popular vehicle with drug dealers
and pimps, has been responsible for a number of drug busts
facilitated by the police listening in on conversations through the
Northstar system whenever they want. It is a changing world.
There have also been instances of rental car companies monitoring the
speed of their customers with the built in GPS units and levying
fines against them. I think that was found to be illegal, now.
