Yes, it would avoid/evade the VAT for any recipient in EU. So long as, if
asked, the courier did not say they were going to send/give it to an EU
resident. "Personal effects which I will take home with me officer, Sir."
And don't ask what TSA will do if told that they are carrying something they
did not pack/were asked to take by a third party - I don't know what TSA
would do, it's probably unconstitutional, but I don't think that counts
anymore.
