On the one occasion I put a higher than 800 asa film in my bag of film the
security people removed it hand inspected the one roll and X-rayed the rest
anyway. The limit is 800 ASA and above for hand inspection. I had no issues
when the film was developed at the end of the trip.

I put mine in zip-lock clear bags, out of the cannisters, but they still
would not hand inspect it when I asked for it. So good luck, it probably
depends on who is there at the time you request it. You can try something
like including a roll of 1600 in the bag, but be prepared for some argument
still. Wayne
