Clint can certainly tell you what is wrong and what the repair options are.

If you bid on this camera expecting to use it without repair, it was
foolish. Taking a chance for fun on a cheap as-is or parts body is fine,
but don't be disappointed if it doesn't work. If you want a fully
functioning camera, don't pick any that are as-is. Pick one with a clear
return policy, clear description of condition and from a seller with
excellent feedback. Your chances of getting what you want go WAY up and
you can return it if it isn't right. I've bought a lot of cameras on the
'Bay with hardly any surprises. But you do have to pay attention and
have the patience to let the iffy ones go. In the other direction, I've
bought OM-10 and 20 bodies and an OMPC advertised as parts cameras that
worked fine with correct batteries.
