So I tried it in Auto and Normal settings on the 280F as long as I stop
down to keep it at 60sec.
Or in manual and the 280F set at manual or normal.

In 'Normal" mode, it should do OTF flash on an OM-2(n) set to "Auto",
but if the shutter speed is over 1/60, it won't fire. Since the TTL-OTF
metering on an OM-2 is separate from the viewfinder display, it could
say 1/60 in the viewfinder and still not flash. This is true of the 'T'
series flashes also.
In 'Manual" Mode, it should fire on an OM-2 set to "manual".
It it doesn't work like that, there is either a fault in the flash or
the camera. If you haven't used the '2' with flash for a while, try
cleaning the shoe contacts. If you have one, try a 'T' series flash on
the camera. In Auto, it should act exactly like the F280 set to
'Normal".
