The seller makes no mention of condition - unless you ask him there's no
way to know if it even works. If you don't get answers to detailed
questions it would be an extremely risky purchase. He probably figures
what the buyer doesn't ask he can take advantage of.
The seller almost surely regularly takes advantage of "the basic good
nature of people".
