I have a rather strange arrangement that would do what you mention.
I have a Benbo Multi Angle head mounted to the centre column. Then I
have a benbo ball head mounted on top of the Multi Angle head.
The Multi Angle Head is designed for macro and other precise
positioning requirements. It has three aaxese of movement as well as
rotation at the base and camera mount. One really needs to to look
at a picture of it, or at least I do, to grasp it's nature.
Anyway, it easily allows the ball head mounted on it to be levelled,
no matter what the position of the tripod (Benbo also). It isn't
light and would probably be complete overkill.

This just supplies the horizontal rotation, which is already part
of the ballhead. I could just mount a spirit bubble to the base of
the Acratech ballhead and do the same. What I was looking for
was something to help adjust for level rather than adjusting the
tripod legs alone.
