Perhaps very small with negative films, but IMO it's not all that small
with transparency. It's at the edge of forgiveness in exposure
error. Shift it much more and there are potential issues with highlight
detail to cope with . . . the final decision of course to be made by the
photographer about what's important in the scene and what needs to be
preserved.
As an aside, under-exposing Velvia would tend to saturate it even
more. Certainly there are those who might want this at the expense of
shadow detail, but strongly suggest experimenting with it first and
bracketing critical shots until experience with cause->effect in what it
creates is attained.

Who's not certain why someone would want to saturate Velvia further, but
it's all in the photographer's visualization for the desired result.
