There are some subjects which come up every now and then (models of
50/1.8 anyone? ;-)). I might set ISO40 on a non-spot meter body to
take account of the higher likelihood of making a mistake with the
exposure, but I have not used Velvia much since I made the mistake of
using it for a portrait...
Normally, though, photogs talk of *under* exposing a slide film to
"pop" the colours (a Roger Hicks term in "Perfect Exposure"), whereas
setting ISO40 on a nominally ISO50 film is over exposing it, for the
reasons John and others have mentioned.
