Yes John, it is corporate policy that is at fault; I have no doubt
about that. When I can, I complain to the logisitics manager, but
many times the perpetrator is not really in a rush, he is just bored
with the job.

Although speeding and bad driving (do you have the "white-van-man"
syndrome in the US?) is inexcusable, perhaps it is the corporate
management attitude and cut throat competition that's to blame more
than the drivers themselves.
