Often the space where the tab sticks through gets full of lint and dust.
Also, I've seen some where the tab has been foamed over.

Is the spring broken (because you *can* get the counter to return) or
is the little catch inside the camera back sticking?  It is located
just above the sprocket spool (can't think of another name), left of
the take-up spool in the foam groove.  It is a small steel jobber
about 2mm square.  It springs out when the camera is opened and
allows the counter to zero.
