You can set up a personal account in PP and ask the buyer to pay by
bank transfer fund or PP balance fund. In the pass they have $100 max
per month limit in receiving fund for personal account but it was
removed. In this case there is no charge but I have to pay the
exchange different of 2.6% when sending money back to my bank in Hong
Kong. If you have a US account there will be no charge.
I don't know why you have to pay 8%, it should be $0.3+2.9 0.000000or
overseas seller and $0.3+2.9 0.000000or US and Canada seller.
