I think this is one of the finer points in the use of OM flash. When you
look at the display in one of the automatic cameras you see the result of a
pre-exposure *estimate* of the shutter speed. Actual shutter speed is not
determined untill the exposure itself. Consequently there can be a
difference between the displayed exposure time and the actual one, and to
be *absolutely* shure the flash will fire you have to aim for slightly
lower speed than 1/60 in the display. This will of course not be a problem
if the camera is set to manual, but I guess he is talking about *flash
mode*, not camera mode.
Maybe Shipman meant something entirely different, but he was *not* talking
about fill-flash as was suggested, because that can not be controlled
simply by setting the exposure time to 1/30 or slower and hoping for the best.
