For writing html, my vote goes without any doubt to Arachnophilia.
It is VERY user-friendly, not very large, and is free.

I have written several hundreds of web-pages, some of them large, some of
them complicated. All using Arachnophilia. Only about 3 times has
Arachnophilia tripped me up with strange results so that I had to use notepad
to fix them. But Arachnophilia has such good other features that I wouldn't be
without it.
I have a couple of others I use for exceptional circumstances, but for a
beginner, and for relatively simple pages using html and CSS, and some
javascript, Arachnophilia is better than fine.

I also did my ferns CDRom, 12.8MB of hand-coded html and about 400 files,
using Arachnophilia for more than 99.80f the instances.
My 10 cents worth this time.
