There is a nice set of guidelines at
http://www.digitalcustom.com/howto/mediaguidelines.htm
Although they assume "digital," they would equally apply to other media.
They boil down to: Journalistic, editorial, or nature photographs mustn't
lie by commission or omission. Commercial, artistic, or personal
photographs are excluded.
Would Man Ray's creations go afoul? No, they are artistic. As for
competitions, it would be hard to make rules these days. Some outlandish
creations may be very photographically based, while seeming photographs
could be painted.
Perhaps a rule to require the raw photograph(s) to be submitted as well?
Or, an all-non-digital category and an open category, based on trust?
I wrote a speech once on how we were losing our history, to media changes,
to touch-ups, and to lies.
