Umm, that was John Major's Government actually John. Not that it
was any the cleverer for all that! I blame Malcolm Rifkind myself;
apparently he was the "brains" behind the thrust towards trusting to
market forces from BT to British Rail, through the coal industry on
the way. It was he, as Sec of State for Defence, who gave us 2
months to lop off about £4BnGBP from the Defence Budget. It is just
starting to recover from the thoughtless cuts that resulted.
