It's both. Part of the town is in Texas, Part in Arkansas. Thus, the name.

It depends.
Arkansas is normally pronounced 'Ar kan saw, with one exception.
The Arkansas river flows through the state of Kansas, and while it is
within the Kansas borders, it's referred to as the Ar 'kan sas River.
